Either they have not claimed their registration, or they are not actually marked as captain. Check the star icon dialog on their team first, then confirm they have claimed.
Assign and change team captains
Captains are assigned from the Players tab, and you can add or change one at any time after registration — you don't need to recreate the team. A team can have more than one captain. You need host or club admin access to the event.

Open the event's Host Dashboard and go to the Players tab.
Find the team and tap the star icon on its row.
Under Add Captain, tap the button beside the player you want to promote.
To remove someone, tap the red minus beside their name under Current Captains.
Changes take effect immediately. Adding a second captain does not demote the first, so remove the previous one if you want a single captain per team.
What team passwords do
A team password controls one thing: who can join that team during registration. It lets a second player attach to an existing team instead of creating a new one, and it is capped at 10 characters.
It is not a captain credential. Sharing the password with someone does not let them set a lineup — only being marked as captain does that.
Captains claim their spot before anything appears
Captain controls only show up once that captain's registration is linked to their Good Game Sports account. If you built the teams yourself or by bulk upload, none of them are linked yet.
Players claim by signing in and confirming the roster spot. We prompt them with Is this you? when we find an unclaimed spot matching their account, and they can also claim from Claim Your Player on the event. Claiming verifies their identity using the method set in Player Verification Configuration.
This is the usual reason a captain reports seeing nothing at all. Check that every captain has claimed before your first week — an unclaimed captain has no lineup button in either place below.
Where captains set the lineup
Captains reach the same editor from two places, and lineups are set per round, so they can enter a different lineup each week.
Matches tab — captains see an Edit My Lineup button that opens their own team directly.
Player Hub — their team tab holds the lineup editor alongside the roster.

Lock lineup is on for the division. Captains keep view access and lose editing until you turn it off in Configure team scoring.
You need lineups set before captains are ready
Hosts can set any team's lineup from Edit Team Lineups in the admin menu, so week one is not blocked while captains are still claiming.
Decisions to make before registration opens
Team formats create teams during registration, so a few choices are easier to make up front than to change later.
Whether captains build teams ahead of time or players join after the event goes live.
Whether free agents can join and be placed on a team later — see Free agent settings.
Whether a captain who is not playing registers at a different price.
Whether players need a team password to join an existing team.
